He was a farmer, a geologist, a lecturer at the Andhra National College in Machilipatnam, and fluent in Japanese. He also became famous as ‘Japan Venkayya’.,In 1916, he published a book titled ‘A National Flag for India’. B | 今年7月，滨州市市场监管局选派10名年轻干部，在美团、京东秒送、淘宝闪购等平台当两周配送骑手。“坐在办公室看报表、查投诉，总有看不到的角落。干部当骑手，能直接观察店面，把问题‘捞’上来。”滨州市市场监管局局长王兵说。（据《人民日报》8月18日报道）14天、145个问题，客串骑手的体验不仅让干部们汗流浃背，更让他们“捞”出了“幽灵外卖”、小区找楼难、换电站缺电池等实际问题，为做好市场监管提供了参考依据。做好调查研究，是提升监管质效的“先手棋”，更是破解治理难题的“金钥匙”。长期以来，一些地方的调研工作陷入了“看报表、听汇报”的窠臼。看似忙碌，实则空转，既摸不到实情，更解决不了真问题，最终只能沦为走过场。身子沉下去，才能把问题“捞”上来。很多时候，基层治理的诸多难题，不在于政策体系不够完善，而在于干群之间的信息壁垒难以打破。“最好的调研就是穿上对方的鞋，走一段他走的路。”当地干部的这句话，道出了体验式调研的核心要义——不是带着问卷去“问”，而是成为其中一员去感受。
C | 当干部变成普通骑手，为找一栋没有楼号的居民楼急得满头大汗、为高峰期换电站无电池可换而焦躁不安，那些写在台账上的“问题清单”便不再是冰冷的文字，而是切身的痛感。
D | 这样的调研，才能告别“隔着玻璃看”的虚浮，拥有“踩着泥土干”的踏实。这种体验式调研的深层价值，在于为年轻干部建立起换位思考的治理思维。两周的风吹日晒，手臂上晒出清晰分界线，手掌上磨出薄茧，这些真实的体验，会成为长久的提醒：所有制度设计和执法行动，最终指向的都是一个个具体的人。唯有将双脚真正踩进泥土里，才能让治理举措更有温度、更具实效。
E | 这种从群众中来、到群众中去的调研方法，也为更多基层职能部门优化作风、提升治理能力提供了可复制的路径。体验是好的起点，但并非终点。滨州的可贵之处，不仅在于145个问题全部建立台账、明确整改责任和办理时限，更在于把“新录用公务员到新业态一线体验至少7天”列为转正定级的重要参考，并建立“随手拍、随时报”线索直报机制，让体验式调研从一时的“身体共情”变为长久的制度赋能。知屋漏者在宇下，知政失者在草野。基层治理没有捷径，唯有以脚步丈量民情、用真心换取信任。将沉下去的作风与“捞”问题的本领统一起来，让每一次“身体力行”都转化为治理增效的动能，才能书写更有温度、更见实效的民生答卷。（贾梦宇）。
